What is Mevlana Exchange Programme?
Who can benefit from Mevlana Exchange Programme?
Associate, undergraduate, graduate and doctoral students enrolled in formal education programs in all higher education institutions in Turkey (higher education institutions that have signed the Mevlana Exchange Program Protocol) can participate in student exchange within the scope of the Mevlana Exchange Program.
Additionally, all academic staff who works in a national or foreign higher education institution, on condition that the higher education institutions signed a bilateral Mevlana Exchange Protocol, may benefit from Mevlana Exchange Programme.
The academic activities of academic staff within the scope of mobility program cannot be less than six hours in total per week. Courses are taken as a basis in calculating the hours of activities performed by the academic staff. If the course hours do not exceed six hours per week, academic activities such as seminars, panels or conferences are also considered within this scope. Academic staff mobility plans that do not include teaching activities cannot be evaluated within the scope of the Mevlana Exchange Programme and cannot be accepted for exchange.
Application Requirements of Mevlana Exchange Programme
In order to be a Mevlana Exchange Programme student
50% language score + 50% GPA
The students studying in their first year at associate or bachelor degree and the students of preparation classes and scientific preparation programmes of graduate degrees can not participate in this programme at their first semester.
Evaluation of applications and student selection
The higher education institution determines the number and distribution of students who will go abroad or come from abroad within the scope of the Mevlana protocols that has been made, taking into account the amount of resources allocated to the propgramme by the YÖK Executive Board. Higher education institutions cannot select students to participate in the Mevlana Exchange Programme without signing the Mevlana Exchange Programme Protocol.
In the evaluation, the weighted grade point average of the students who meet the application conditions and application is calculated by taking into account 50% of the grade point average of the students who apply, and 50% of the language scores indicating the relevant language level used in the education-training of the higher education institution where the Mevlana Exchange Programme student will be, and the selection is made by ranking.
Students who apply to the Mevlana Exchange Programme are asked to submit a language exam result document, which will be determined jointly by the higher education institutions that have signed the exchange protocol and will be the basis for the selection of students.
A foreign language written exam will be held by the Foreign Languages Department for outgoing students who apply for the Mevlana Exchange Programme.
For undergraduate students, a foreign language written exam must be scored 60 out of 100 or higher.
For postgraduate students, a foreign language written exam score of 70 out of 100 or higher is required.
Application Requirements for Academic Staff
All academic staff working in domestic and international higher education institutions that have signed the Mevlana Exchange Programme Protocol can participate in academic staff mobility. This mobility covers the educational activities that a faculty member from a higher education institution will carry out in another higher education institution.
The duration of faculty mobility can be a minimum of one (1) week and a maximum of three (3) months, once in an academic year.
Academic activities of academic staff within the scope of mobility cannot be less than six (6) hours in total per week. Courses are taken as basis in calculating the hours of activities performed by the academic staff. If the course hours do not exceed six hours per week, academic activities such as seminars, panels or conferences are also considered within this scope. Academic staff mobility plans that do not include academic activities cannot be evaluated within the scope of the Mevlana Exchange Programme and cannot be accepted for exchange.
Selection of Academic Staff
All signed Mevlana Exchange Program protocols and quotas are announced on the website of the relevant higher education institution, and a call for applications is made for academic staff who wants to participate in this activity. The announcements provide information about the application process and payments to be made. Announcements are published on the website for at least 15 days. All applications within the scope of academic staff mobility are received until the deadline specified in the announcement. All applications are recorded by higher education institutions that are party to the Mevlana Exchange Programme Protocol and a copy of each is kept in the Mevlana Exchange Programme institution coordination office of the domestic higher education institution that is a party to the exchange.
The main document regarding academic staff mobility is the Mevlana Academic Staff Mobility Plan, prepared by the academic staff participating in the program. In the Plan in question, the activities to be carried out by the teaching staff are specified in detail. This Plan is approved by the administrative boards of the academic staff's own institution and the relevant academic unit of the institution to which he/she is assigned. The Academic Staff Mobility Plan is delivered to the signatory domestic Mevlana Exchange Programme institution coordination offices at least 15 days before its implementation. In this Plan, priority is given to special situations such as the language of instruction of the higher education institution attended, the language in which the lecturer will teach, and the level of knowledge of this language. In exchange, priority is given to applications from faculty members who have not previously participated in faculty member exchange activities.
The academic staff members who are qualified to take part in the exchange are announced on the websites of signatory higher education institutions..
Academic staff who are entitled to participate in the Mevlana Exchange Programme and who do not participate in the exchange without an excuse cannot apply again to benefit from this programme within three years.
How should a candidate student, who meets the requirements, can apply to the Mevlana Exchange Programme?
Students can apply by completely filling out the necessary forms, which can be accessed from the Mevlana Exchange Programme institution coordination office of the higher education institution which are registered in Turkey, at the website https://mevlana.yok.gov.tr/.
All academic staff working in higher education institutions that have signed the Mevlana Exchange Programme Protocol can also apply to the relevant Mevlana Exchange Programme institution coordination office.
How many times and how long can students/lecturers participate in Mevlana Exchange Programme?
Students may study abroad for one (minimum) or two (maximum) semesters. Semester periods may be different considering the education systems but the total exchange period cannot exceed one academic year.
Also, academic staff may participate in Mevlana Exchange Programme. Academic staff may lecture abroad from one week (minimum) to three months (maximum).
Do students have to pay any tuition fee when they participate in Mevlana Exchange Programme?
Students do not pay any tuition fees to the host institution during the programme, but they continue to pay the obligatory tuition fees to their home institutions. They do not pay any extra fee to the host institution within the scope of the Mevlana exchange programme.
Do the students who participate in the exchange programme repeat the courses/semesters taken at the host institution?
As the course(s) to be taken in the host institution are officially agreed to be counted in advance within the Learning Protocol, the students do not repeat any courses/semesters when they return.
Scholarships During the Mevlana Exchange Programme: Terms and conditions for students.
Mevlana Exchange Programme students continue to take their other scholarships and grants in their home countries and they have to do registration in their home institutions. They pay tuition fee to their home institution if they are supposed to and they do not pay any other tuition fee to the host institution.
The scholarship amount to be paid to the Mevlana Exchange students differs according to the life standards of the country of the host institution. Within the context of Mevlana Exchange Programme, the programme students can be paid up to three times of the amount that is monthly paid to bachelor degree students according to the Law no.5102 on Granting Scholarship and Loan to the Higher Education Students and in the ratios determined by Council of Higher Education Executive Board.
Incoming students from other countries to Turkish higher education institutions are granted according to the ratios determined by Council of Higher Education Executive Board.
In terms of the scholarships that will be paid to the students, 70% of the scholarship amount is paid monthly. For the student's remaining grant payment, the ratio of total credits of the succeeded courses to the courses that the student is obliged to take as obligatory courses will be considered.
In the case of insufficiency of the funds for Mevlana Exchange Programme, providing the correspondence with other principles, student mobility can be carried out by other scholarships or without scholarship.
Scholarships During the Mevlana Exchange Programme: Terms and conditions for academic staff
Within the scope of Mevlana Exchange Programme, travel allowance stated in the Travel Expense Law no.6245 may be paid to incoming and outgoing academic staff while travel allowance and additional course fees may be paid as stated in Travel Expense Law no.6245 and article 10 of the Law no.2547. CHE Executive Board is authorized to determine additional course fees due to the countries and titles.
